The stamp you describe sounds like the one that was issued in England in 1995 - on the centennary of the publication of The Time Machine (1895/1995).

It shows a series of concentric circles with the words "TIME TRAVEL" printed at an angle over the circles. The words "THE TIME MACHINE" are printed vertically at the bottom left edge and "HG WELLS" at the top right edge. Its colours are rather garish. Marked value: 25 pence.

Three other Wells stamps were issued at the same time:
* "Space Travel - The First Men in the Moon"
* "Alien Invasion - The War of the Worlds"
* "Futuristic Society - Things to Come"

The only other stamp honouring The Time Machine (that I know of) is the one issued by Israel (see article on this site.)
